The Ossining Citizens for a Safe Environment successfully fought the cellular phone tower on Ossining High School with an incredible amount of verified, documented hard core scientific research. After reviewing the facts that they compiled, I am of the strong opinion that the cell tower proposed for Croton (see also: “One Cingular Sensation”) must not be installed.

If garbled cell phone messages are the only reason the village wants to install a 15-story cell tower and place receivers on the Municipal building then I say research another method of communication. Convenience is not an adequate answer to imperiling our residents health!

The health effects and safety of radiofrequency electromagnetic radiation (RF) are being questioned in all quarters. Here are some salient points that the Ossining Citizens made:

  • High intensity RF radiation is what happens in your microwave oven. These waves, as everyone knows, raise the temperature within items and create a thermal effect or heating.

  • Low intensity RF radiation does not raise the temperature of the living cells in the body but non-thermal effects are recognized by experts on RF and health to be potential health hazards. The health effects of low intensity RF exposure is currently underway.

Please note that the Environmental Protection Agency (EPA) has rejected the current (ANSI/IEEE) safety standards because they are based on thermal effects alone. Also note that a panel at The National Institute of Environmental Health Sciences recently designated power frequency electromagnetic fields (EMF) as “possible human carcinogens.

Many national and international organizations have recognized the need to define the true risk of low intensity, non-thermal RF exposure, calling for intensive scientific investigation. These include, among others:

  • The World Health Organization, (noting reports of “cancer, reduced fertility, memory loss, and adverse changes in the behavior and development of children.”

  • The U. S. Food and Drug Administration (FDA)

  • The National Cancer Institute (NCI)

  • The International Agency for Research on Cancer (IARC)

  • The European Commission (EC)

Internationally acknowledged experts in the field of RF research have shown that RF of the type used in digital cellular antennas and phones can have critical effects on cell cultures, animals, and people in laboratories.

They have also found epidemiological evidence (studies of communities, not in the laboratory) of serious health effects at “non-thermal levels,” where the intensity of the radiation was too low to cause heating.

These include:

  • increased cell growth of brain cancer cells, a doubling of the rate of lymphoma in mice, more childhood leukemia in children exposed to RF,

  • increased breaks in double and single stranded DNA, our genetic material, changes in sleep patterns and REM type sleep,

  • 2 to 4 times as many cancers in Polish soldiers exposed to RF and

  • decreased memory, attention, and slower reaction time in school children.

The Board of Trustees of the Village of Croton-on-Hudson has the responsibility of protecting and promoting the best interests and the health of our community. Their decision regarding the installation of a cell tower within Village boundaries weighs heavily upon us all.

Please join me urging the Board to make a thorough scientific investigation into the health effects of the cell tower upon ourselves and our children before approving (see also: “Nextel Lease Agreements”) its location within Village limits.
