U.S. Department of State Announces New Requirements for Travelers
In today from WestchesterGov.com, regarding new passport rules for American travelers… “As of today, all Americans flying to and from Canada, Mexico, Central and South America, the Caribbean, and Bermuda will need to carry a passport or similar document proving their citizenship. Other approved forms of identification include the Air NEXUS card, U.S. Coast Guard Merchant Mariner Document, or an Alien Registration Card, Form I-551.

Assistance with Heating Costs Available to Westchester Residents
County Executive Andy Spano is reminding Westchester residents of the financial assistance they can get to help pay their heating bill this winter. Applications for the Home Energy Assistance Program (HEAP) are now available at many locations in Westchester.
“Last year, we were able to help more than 10,700 Westchester households,” Spano said. “Although home heating costs are not expected to rise significantly this season, the cost is still prohibitive for many people, especially those on fixed incomes. I urge those individuals and families who qualify based on their income to apply for aid from the HEAP program.”
The federally funded HEAP Program, administered by the Westchester County Department of Social Services, assists eligible low-income, elderly and disabled persons with their home-heating costs. Qualified households can receive assistance this winter; the amount will vary depending upon what type of fuel is used and on whether heat is included in rent payments.

Westchester County TV Debuts with Educational and Public Service Programming
Westchester County is now on TV. The county has been producing on dozens of videos on topics such as teen smoking, cyber-bullying and Internet safety, and can now be watched at home for free on either your television or computer.
Westchester County is debuting its own “Free on Demand” channel—on Cablevision 504—that will offer a select and changing line-up of videos each month. One of the first up is a timely look at the importance of preparing for hurricanes.
“We have a lot of great videos on a lot of timely topics and now we have the technology to get them out to many more people,” said County Executive Andy Spano. “An added benefit is that now teachers can use these videos as a educational tool, and show them right in the classroom,” he also notes.
The county has also created a new website at www.westchestergov.com/tv, where the public can see listings for what’s playing on Channel 504 as well as see the entire collection of videos and public service announcements.

Westchester Emergency Ops Center Opens After Mount Pleasant Tornado
Westchester County Executive Andy Spano at 4:50 p.m. today opened Westchester County’s Emergency Operations Center to help respond to damage caused by a tornado that touched down on Saw Mill River Road in Mount Pleasant late this afternoon.

County Executive Spano Secures a Safer Internet for Kids
A bill proposed by County Executive Andy Spano back in April to teach children how to safely use the Internet was passed by the State Senate and Assembly last week at the end of the legislative session. If signed by Governor Pataki, it will take effect in September.
“For the past two years we have focused on ways to keep kids safe on the Internet. We’ve spoken to parents, teachers, law enforcement and young people. One of the things I felt was missing was an Internet safety school curriculum,’’ said Spano. “Kids use of the Internet has exploded in the past 10 years. It’s important that they know how to use this valuable tool in a safe manner because, unfortunately, we know all too well that predators are out there waiting to take advantage of them.’’

New Cell Phone Recycling Law in Effect
Throwing a cell phone in the trash is never a good idea. Starting June 1, it will also be against the law in Westchester. “Westchester County will be the only government in the country, other than California, to require cell phone recycling,” said County Executive Andy Spano. “These dangerous cell phone components, if simply thrown away, have a way of turning up in our streams and natural environment,” said Spano. “This law will put a stop to that.”
The law prohibits the disposal of cell phones in the garbage and requires every used cell phone be disposed of at a certified phone recycling center. These are locations certified by the county Department of Environmental Facilities (DEF) such as cell phone retail outlets, Household Chemical Cleanup Day programs or cell phone recycling collection centers set up by government offices, libraries, fire houses, businesses, schools and not-for-profit organizations.

County Hosts School Food and Fitness for Life Conference
On Friday March 31, leaders from public schools all over Westchester County will gather at the Stone Barns Center for Food and Agriculture in Pocantico Hills for a full-day conference exploring ways to improve nutrition and physical activity among students. The School Food & Fitness for Life Conference will be a full-day event for participants to discuss ways to create better food service, nutrition education and physical fitness programs in their schools.
“This is a timely issue,” said Westchester County Executive, Andrew Spano. “Childhood obesity is continuing to rise and is bringing with it serious health consequences for this generation. Westchester County is tackling the issue head-on. The Health Department’s sponsorship of this conference is part of the County’s ongoing efforts to enlist the help of schools in reducing childhood obesity.”

Spano Wants Answers on Indian Point Radioactive Water
Saying Westchester residents deserve answers about the extent of the risk posed by radioactive water leaking from Indian Point, County Executive Andy Spano today called a meeting of high-level health and environmental experts to get the facts on the latest Indian Point scare.
Spano said that he has asked for a meeting on Monday with representatives of the state’s Health Department and the Department of Environmental Conservation, the federal Nuclear Regulatory Commission and Entergy, the plant’s operators, to find out what danger if any the leaks pose and what can be done to prevent more damage. Also, present will be representatives of the county’s own health and emergency services departments.

One Government, One County in Westchester
Top county officials will usher in the New Year in the spirit of intergovernmental cooperation with a joint inaugural ceremony at 3 p.m. on January 1st at the Westchester County Center. County Executive Andy Spano, District Attorney-elect Janet DiFiore, County Clerk-elect Tim Idoni and Chairman Bill Ryan and the Westchester County Board of Legislators will take the oath of office in a joint ceremony. The public is invited to attend. Doors will open at 2:30 p.m. and parking is free.
